Mexico's new leader: female, leftist or heart-throb?

Mexico's presidential front-runner Enrique Pena Nieto holds a wide lead heading into Sunday's election, putting the once-dominant Institutional Revolutionary Party (PRI) on track to regain power.

Here are profiles of the main candidates:

Pretty-boy front-runner
Backed by his good looks, powerful connections and the strongest political machinery in the country, Enrique Pena Nieto has led polls in the race to win the Mexican presidency for more than 2 1/2 years even though he only formally became a candidate a few months ago.

Still in his twenties when the PRI last won a presidential election in 1994, Pena Nieto is the telegenic new face of a party that dominated Mexico, sometimes ruthlessly, for most of the 20th century.

The 45-year-old former governor of the State of Mexico is widely expected to win the election on Sunday. He has pledged to reduce drug-fueled violence and create more and better jobs for the growing population.

A trained lawyer with influential relations within the PRI, the impeccably groomed Pena Nieto has held a double-digit lead for nearly the whole campaign despite revelations that might have derailed his bid in other countries.

In January, he admitted cheating on his first wife and fathering two children out of wedlock with different women, an indiscretion that had little impact on his ratings.

Mexican presidential candidate becomes poster boy for infidelity

He drew more scorn for struggling at a book fair to name three books that had influenced him, and his close ties with Mexico's dominant broadcaster Televisa drew a wave of youth protests against him towards the end of the race.

But Pena Nieto rode out the storm and most polls suggest he will win over 40 percent of the vote against his two main rivals, returning the PRI to power for the first time since its 71-year rule was ended in a 2000 election by the conservative National Action Party (PAN).

Promising a "democracy of better results" and higher living standards, Pena Nieto has sought to sell the message that the PRI is the natural party of government, the only one equipped to deal with Mexico's problems.

His popularity has helped to make the PRI electable again for Mexicans who remember the party for corruption scandals, vote-rigging and repression of dissent.

Pena Nieto is adamant that this time will be different.

"This is a party reborn, ready to win the democratic contest. But above all, ready to govern democratically, with complete transparency and accountability," he said last month.

A relative unknown in 2005 when he won the governorship of Mexico's most populous state as a protege of his relative, previous governor Arturo Montiel, Pena Nieto slowly took a hold of the PRI as the party saw him as its ticket back to power.

He was seen as an effective state governor, significantly increasing infrastructure spending during his tenure.

He has a cozy relationship with Mexico's most powerful broadcaster Televisa. His first wife died in 2007, and his fame grew when he married a popular soap opera actress in 2010.

Aides describe the immaculately turned out Pena Nieto as a pragmatist unafraid of making tough decisions and he worked well with opposition parties when he was governor.

Critics say his popularity owes much to the support of entrenched business interests in Mexico, and that the need to return the favors could weaken his presidency.

Charismatic leftist challenger
The charismatic leftist Andres Manuel Lopez Obrador jolted markets as he narrowed in on Pena Nieto during second half of the campaign, but he is expected to finish second as he did in 2006, this time trailing by a far bigger margin.

Often referred to "Peje" -- a type of tough swamp fish in his native state of Tabasco -- Lopez Obrador is renowned for leading supporters on huge protest marches and making impassioned speeches condemning Mexico's powerful oligarchs.

Mexico's drug war: No sign of 'light at the end of the tunnel'

He has revived fears of fresh protests by accusing the PRI of planning to rig the vote, though losing by a wide margin would undermine any calls for demonstrations.

Lopez Obrador has vowed to create 7 million new jobs and grow the economy by 6 percent a year if elected.

While open to modernizing state-owned oil giant Pemex, he is against partial foreign ownership. He also pledges to wind down the army's role in the drug war.

Lopez Obrador began his career working with indigenous people in his home state before helping to found the Party of the Democratic Revolution (PRD) in 1988.

As mayor of Mexico City from 2000 to 2005, Lopez Obrador built a loyal base by establishing social welfare programs and infrastructure projects.

But critics say the PRD candidate, who appears older than his 58 years, is hot-headed and undemocratic.

This stems, in part, from his failed 2006 bid. After losing the election by a whisker, he claimed the vote was rigged and called supporters out in protest, clogging parts of the capital for months. It was a protest campaign that alienated some voters and failed to prevent Felipe Calderon from taking office.

Lopez Obrador has been less confrontational in this election campaign, reaching out to business leaders and preaching a message of love and understanding.

He has nonetheless failed to dent Pena Nieto's double digit lead in most polls after indifferent showings in televised debates and interviews.

Would-be first female president
Mexico's ruling conservatives pinned their hopes on a career politician to become the country's first female president, but internal divisions and dissatisfaction with the government's record have undermined Josefina Vazquez Mota's bid.

Trailing in third place in most polls, her hopes have steadily faded. The petite 51-year-old campaigned on a pledge to continue Calderon's policies. She also played up the gender card to woo female voters she calls "warriors," and has promised to look out for families.

She won support from grassroots voters in the PAN and beat out Calderon's perceived favorite -- former finance minister Ernesto Cordero -- in a February primary vote.

Seeking to show dynamism, she gave interviews on the campaign trail while exercising on a training machine in the gym. But as her campaign faltered, she showed signs of strain. At one rally speech she had to sit down after feeling faint.

As a federal deputy, Vazquez Mota -- who became her party's leader in the lower house of Congress -- vigorously backed Calderon's reforms, but her efforts to see them through the legislative process often foundered on opposition from the PRI.

This did not deter her from setting out ambitious policies during the campaign, such as listing up to 49 percent of state oil firm Pemex on the stock exchange.

But backing the government's drug war strategy has proved a liability due to discontent over the violence. More than 55,000 people have been killed since Calderon deployed the army against drug cartels after taking office at the end of 2006.

Vazquez Mota, a former education minister, extols her role as a mother of three daughters in a 27-year-long marriage.

Courting female voters, she promotes the cause of women's health and education. Her proposals include lengthening Mexico's short school day so mothers have more time to work.

Hoping for votes from the PAN's strong Roman Catholic base, she opposes abortion but she also opposes jailing women for terminating pregnancies, a practice in some of Mexico's states.

>> reporter: in his first tv interview the agent in charge of operation fast and furious , an attempt to stem the tide of illegal guns to mexico , speaks out to clear the air about what he says really happened.

>> the notion that we somehow intentionally let guns walk is insane. never happened.

>> reporter: between mid 2009 and january, 2011 , atf agents watched as nearly 2,000 weapons were bought in arizona stores by suspected straw buyers, middle men believed to be purchasing the guns for someone else. newell was hoping to track the weapons to mexico 's most powerful drug organization.

>> reporter: but the task of following the weapons proved daunting and went horribly wrong in december, 2010 , when u.s. border patrol agent brian terry was murdered in the arizona desert. two weapons found at the scene were guns that newell 's agents were tracking.

>> there was evidence that they knew that in fact weapons had already ended up in mexico . that's before brian terry was killed.

>> reporter: newell was at home when he got the call about terry.

>> it hit me very hard. it hit a lot of us in phoenix very, very hard.

>> reporter: newell believes he did everything he could, presenting evidence to federal prosecutors of hundreds of illegal purchases of guns, but was told he needed more evidence of the buyer's intent to charge them with a crime.

>> i think it is unconscionable the delay that occurred between august to january to bring charges against these individuals.

>> reporter: and that was the fault of?

>> the u.s. attorney 's office.

>> reporter: house republicans lay blame across the board.

>> one of the things that's so offensive about this case is that our federal government , knowingly, willfully, purposely gave the drug cartels nearly 2,000 weapons, mostly ak-47s, and allowed them to walk.

>> reporter: today newell says his career has been shattered and that field agents have been deterred from taking risks to stop gun trafficking for fear of being second guessed by congress.

>> not only mexico , the united states , the criminals have won. the people that are laughing all the way to and from the gun stores and to and from mexico are the criminals.

>> reporter: the justice department today declined comment but said in a letter to house speaker john boehner it will not prosecute the attorney general. michael isakoff, nbc news, washington.

(AP) ? Greece's new prime minister is expected to be released from hospital later in the day, after undergoing eye surgery over the weekend that will prevent him from traveling to a critical European Union summit in Brussels this week.

Prime Minister Antonis Samaras was recovering from an operation to repair a detached retina, and was expected to leave hospital Monday afternoon. He has appointed Foreign Minister Dimitris Avramopoulos to lead the Greek delegation at the June 28-29 summit. Avramopoulos met Monday morning with outgoing Finance Minister Giorgos Zanias, Development Minister Costis Hatzidakis and others who will accompany him to Brussels.

Meanwhile, the country's designated finance minister remains hospitalized after collapsing on Friday.

It looks like Samsung are treading on RIM's toes a little with this latest announcement.  From July 2012, Sammy will be offering the Galaxy S III SAFE (Samsung Approved For Enterprise). Available to AT&T, Sprint, T-Mobile, Verizon Wireless and US Cellular customers the SAFE-branded Galaxy S III supports a full suite of enterprise-ready features and capabilities with support for 338 IT Policies. This includes on-device AES-256 bit encryption, enhanced support for Microsoft Exchange ActiveSync and support for industry-leading Virtual Private Network (VPN) and Mobile Device Management (MDM) solutions.

Microsoft announces Surface tablet

From the mouse to Xbox, ?the best experience has been when software, hardware and peripherals work together, said Microsoft CEO Steve Ballmer when he took the stage Monday in Hollywood, Calif. for a mystery announcement.?He quickly introduced the Surface tablet. Not Xbox Surface, just Microsoft Surface. It is not a giant table, but rather a tablet meant, in many ways, to compete with the iPad.

But the Surface won't just be on the Nvidia ARM processor, like the iPad.?There will also be a Surface that runs on Intel-based processors, to run a full-blown version of Windows 8 Pro.

The ARM-based Surface tabs will come in 32GB and 64GB configs, and will ship around the time of Windows availability. They will be priced to compete with other ARM tablets (presumably, in line with iPads.)?The Intel-powered Windows 8 Pro Surface tablets will come 3 months later, in 64GB and 128GB configs,?priced to compete with ultrabooks.

The Surface has a 10.6-inch screen, thickness of 9.3mm,?"just wide enough for a full-size USB," says Windows chief Steven Sinofsky, who joined Ballmer to show off the goods.

The tablet is tough,?with?a Gorilla Glass 2.0 screen. Like iPads, it has a magnetically connected case, but this "Touch Cover" actually has?a full multi-touch?keyboard, too. It's 1.8 lbs., and has a kickstand that pulls out when you want to watch a movie. It also has dual-antenna Wi-Fi.

There's also a pen interface.?The Intel version of the Surface has DisplayPort, so that it can power a higher-rez?monitor. It has a native resolution of 1080p. (Note: It is not clear at this time what the screen resolution of the ARM version is.)

The Touch Cover may be quite?a cool tool: It's like a rubber keypad, and it knows when you're not using it because of a built-in accelerometer, and it shuts off and doesn't drain the battery. The technology behind the covers is pretty snazzy -- it tracks your finger movements, using logic to determine if you're typing or just resting your hands.?

There are actually a second cover, as well. The Type Cover has a?slightly raised keyboard for more traditional clickety clack.

Eaton, IRS tangle over cross-border pricing pacts

WASHINGTON (Reuters) - Eaton Corp is challenging the Internal Revenue Service in U.S. Tax Court, arguing that the agency broke agreements dealing with how the company moves assets and money across international borders, a volatile issue in the tax world.

Eaton is contesting a $75 million tax bill that the IRS imposed on the company in a case that could have broad impact on other companies' "transfer pricing" practices, the industry term for shifting assets across borders to reduce taxes.

The diversified manufacturer, based in Cleveland, Ohio, and best known for making electrical components, awaits a court date in its case. On June 11, it filed a motion asking for a quick judgment on part of the case.

The IRS tax bill hit Eaton as the agency in December 2011 revoked two deals it had negotiated with the company. Known as "advance pricing agreements" (APAs), the pacts addressed how Eaton handled its transfer pricing issues.

Eaton's annulled agreements marked the first time in four years that the agency had canceled APAs, a worrisome sign for multinational corporations increasingly frustrated by costly IRS delays in negotiating these deals.

Businesses worry that APAs take too long to finalize, cost too much and may not be as air-tight as expected when it comes to preventing squabbles with the IRS over transfer pricing.

"I've had tax departments say to me, 'Should we spend $100,000 on outside advisers to have APAs withdrawn?'" said Michael Flaherty, a partner and head of the transfer pricing practice at WTP Advisors, a tax consultancy.

Some companies that recently signed APAs are growing reluctant to sign another. "One danger is you can spend a lot and not guarantee your APA is complete... We're moving in the direction of more tax controversy," Flaherty said.

Eaton declined to comment on the case. Attorneys from the law firm of Mayer Brown, which is representing the company, also declined to comment.

Eaton said in May that it will relocate its headquarters to Ireland, where the corporate tax rate is 12.5 percent, versus a top rate of 35 percent in the United States.

The IRS declined to comment on all its pending litigation.

'ARM's LENGTH' TRANSFERS

Transfer pricing is a thorny issue for tax authorities worldwide at a time when raising more tax revenue from businesses is a top priority for many governments.

Multinationals constantly move goods, services and assets between units in different countries. Related payments of royalties and such follow. These "transfers" are internal to the business, but have to be accounted for in ways that reflect the separate legal status of most foreign subsidiaries.

By managing the pricing of these transfers, companies can shift profits to low-tax countries from high-tax ones and reduce their tax costs. Transfer pricing management is legal, but sometimes the IRS rules that practices cross the line.

International "arm's length" standards targeted at preventing abuses in this area largely focus on getting businesses to set transfer prices resembling open market prices.

Rather than chasing companies after they set transfer prices, the IRS in 1991 started offering advance pricing agreements - deals in which the agency and a company would agree ahead of time on how transfer prices would be determined.

Businesses liked these deals because they provided tax certainty, usually for five years. Applications by businesses for APAs grew steadily through 2010, then dropped sharply last year, along with the number of APAs approved by the IRS.

In 2011, the agency completed 42 APAs, down from 69 in 2010, according to agency data. The number of businesses applying for APAs dropped to 96 in 2011, a four-year low.

Tellingly, the IRS's average processing time for a new APA hit an all-time high last year of 40.7 months, meaning that negotiating one of these deals could take well over three years.

SHAKE-UP IN IRS

The IRS said it has faced "transitional issues" in consolidating and hiring new transfer pricing staff. IRS Commissioner Doug Shulman made changes in mid-2010 that revamped transfer pricing operations. Samuel Maruca was hired last year as director of the IRS transfer pricing division.

Besides Eaton's, the IRS has revoked nine other APAs over the program's two decades, according to IRS data.

The agency heads into the Eaton case with an unimpressive record in transfer pricing disputes that land in court.

The agency lost a decision in 2009 involving Veritas Software. The ruling was viewed by some as a setback to IRS efforts to root out and enforce fair transfer pricing rules.

The IRS also lost a 2005 Tax Court decision and 2010 appeal involving semiconductor maker Xilinx Inc. It was seen as widening the scope for multinationals to manipulate transfer-pricing rules.

"Folks certainly believe they can beat the government on transfer pricing cases," said George Clarke, an attorney with the law firm of Miller & Chevalier.

On Eaton's prospects, Clarke said: "That seems to me to be a pretty good case for the taxpayer to win."

Eaton is arguing that IRS examiners jumped to conclusions about potential transfer pricing abuse when the company was trying to negotiate a third APA with the agency.

"The third APA Team Leader, in a meeting with Eaton's representatives, stated that she had already decided that Eaton was not in compliance with the APAs," Eaton said in a February Tax Court filing.

A win for Eaton would reinforce an IRS image as weak in the courtroom. Maruca has acknowledged the problem.

"We have a serious credibility gap," Maruca said at a transfer pricing tax conference in Washington this month.

"Fundamentally we have to produce winners," he said, "We need to take a litigator's approach from the very beginning."

(AP) ? Just a few months ago, Rodney King was once again the center of attention as the world checked back in on the man whose videotaped beating by police sparked one of the nation's worst race riots.

King had left Los Angeles behind, moving an hour east to a home where neighbors would often hear him splashing in the pool late at night.

The scars from the more than 50 baton blows ? those both inside and out? remained, but King struck an upbeat note on his life.

"America's been good to me after I paid the price and stayed alive through it all," he told The Associated Press. "This part of my life is the easy part now."

But King was found around 5:30 a.m. Sunday at the bottom of the swimming pool at his Rialto, Calif. Home.

His death at age 47 is being treated as an apparent drowning and there are no signs of foul play, but Capt. Randy De Anda said autopsy results would be needed to determine whether drugs or alcohol were a factor.

The autopsy is set for Monday.

De Anda said King was only in the water three to four minutes between the time his fiancee called 911 and when officers arrived and pulled him from the water. He was taken to a nearby hospital, where he was pronounced dead at 6:11 a.m.

It was a grim end for King, who became a symbol for police brutality but struggled with addiction and repeated arrests. Long after the $3.8 million he'd been awarded in a civil case was spent on record label and other failed ventures, King would periodically resurface, appearing on "Celebrity Rehab" or sparring in the occasional boxing match. He spent the last months of his life promoting a memoir he titled "The Riot Within: From Rebellion to Redemption."

Sandra Gardea, King's next-door neighbor said that around 3 a.m., she heard music and someone "really crying, like really deep emotions. ... Like tired or sad, you know?"

"I then heard someone say, 'OK, Please stop. Go inside the house.' ... We heard quiet for a few minutes Then after that we heard a splash in the back."

King was 25 years old and on parole for a robbery conviction when he led police on a high-speed chase in March 1991 that ended on a darkened Los Angeles street. He was finally stopped by four Los Angeles police officers who struck him more than 50 times with their batons, kicked him and shot him with stun guns. He was left with 11 skull fractures, a broken eye socket and facial nerve damage.

The violence was captured on videotape by a nearby resident, who turned it over to a TV station. It was played over and over for the following year, inflaming racial tensions across the country.

The images ? preserved on an infamous grainy video ? of the black driver curled up on the ground while four white officers clubbed him ? became a national symbol of police brutality in 1991. More than a year later, when the officers' acquittals touched off one of the most destructive race riots in history, his scarred face and soft-spoken question ? "Can we all get along?" ? spurred the nation to confront its difficult racial history.

It seemed that the videotape would be the key evidence to a guilty verdict against the officers, whose felony assault trial was moved to the predominantly white suburb of Simi Valley, Calif. Instead, on April 29, 1992, a jury with no black members acquitted three of the officers on state charges in the beating; a mistrial was declared for a fourth.

Rioting began immediately, starting in Los Angeles. It lasted for three days, killing 55 people, injuring more than 2,000 and setting swaths of Los Angeles aflame, causing $1 billion in damage. Police, seemingly caught off-guard, were quickly outnumbered by rioters and retreated. As the uprising spread to the city's Koreatown area, shop owners armed themselves and engaged in running gun battles with looters.

"Through all that he had gone through with his beating and his personal demons he was never one to not call for reconciliation and for people to overcome and forgive," Rev. Al Sharpton said Sunday. "History will record that it was Rodney King's beating and his actions that made America deal with the excessive misconduct of law enforcement."

The Los Angeles Police Department, after the King beating and other scandals, has instituted new policies including community policing that have resulted in crime drops, but continued complaints about racial profiling. Many of the hardest-hit areas in South LA, like King, have struggled. In the area around the Florence and Normandie intersection that was one of the riot's flash points, high school dropout rates are higher than in the rest of the city and incomes remain dramatically lower than in other sections of Los Angeles.

In his autobiography, King described his uneasy feelings about the events of his life.

"For many years I felt that I had been involuntarily burdened as the victim and resultant universal symbol of police brutality," King wrote. "I wanted no part of it, just wanted to stay home, drink and watch TV. ...The fact that this footage was sent out to be viewed by the entire world certainly didn't help my recovery."

"We may be scarred," he wrote, "and we may not be able to forget, but we can keep going, one step at a time, until we get to a better place."

(AP) ? Carlotta was downgraded to a tropical depression on Saturday as the system rapidly weakened after killing two young sisters in its march across southern Mexico.

The National Weather Service's National Hurricane Center in Miami said Saturday that the government of Mexico had discontinued all watches and warnings for Carlotta, which reached hurricane strength on Friday. Earlier Saturday, the Miami center discontinued the hurricane warning that had been in effect from Salina Cruz to Punta Maldonado and the hurricane watch from west of Punta Maldonado to Acapulco.

Carlotta on Saturday pushed northward toward the resort city of Acapulco after making landfall near the Mexican beach town of Puerto Escondido in the southernmost part of Oaxaca state, where it toppled trees and shook tourist hotels.

"We don't care about the rain, we're going to have fun at the club," said tourist Alejandra Flores, who took a bus with a friend yesterday from Guadalajara to Acapulco. People in Acapulco were calm and dining in restaurants late Friday.

Earlier Friday, Carlotta had toppled billboards and shattered some windows in Puerto Escondido, a laid-back port popular with surfers, where it reached land as a Category 1 hurricane.

"The wind is incredible and the trees are swaying so much. A window just shattered," said Ernesto Lopez, a 25-year-old engineer who was visiting Puerto Escondido in Oaxaca state for a graduation.

Coral Ocampo, receptionist at the Hotel Careyes, said the wind tore down the skinnier palm trees and she asked guests to return to their rooms and stay there until the storm had passed.

Oaxaca's civil protection service said some roads near the resorts of Huatulco and Pochutla were affected by mudslides, and that authorities had opened emergency shelters and evacuated dozens of families from low-lying areas.

Civil protection service spokeswoman Cynthia Tovar said Saturday that two sisters, aged 13 and 7, died Friday in the Oaxaca state community of Pluma Hidalgo when a mudslide collapsed their home. The storm also washed out some coastal roads, leaving dozens of communities unreachable by land. Thousands of people throughout the state lost electricity and cellular phone service.

Carlotta had strengthened into a powerful Category 2 hurricane earlier Friday and forecasters had expected it to move northward, parallel to the coastline, possibly reaching Acapulco as a hurricane. But instead it moved inland and weakened.

By late Saturday morning, the system's maximum sustained winds were at about 35 mph (56 kph), and Carlotta was moving west-northwest at 12 mph (19 kph). It was centered about 50 miles (80 kilometers) north-northeast of Acapulco.

Ines Vos, a German who has lived on Mexico's coast for 22 years and now runs the Beach Hotel Ines in Puerto Escondido, said she had readied the hotel's generator and stocked up on gasoline and bottled water in preparation for the storm.

"In the morning, a lot of people left, they didn't want to stay because nobody knows how the roads will be" after Carlotta, said Vos, who lived through Hurricane Pauline in 1997. Pauline made landfall at Puerto Escondido with winds of 109 mph, killing at least 230 people along the Pacific coast.

The part of Oaxaca state and neighboring Guerrero state that the storm is passing over is full of mountainous terrain that can experience flash floods under heavy rainfalls. Officials warn that rains could still present a danger.
